Getting a quorum has often been a problem. Many coöps limit the quorum beyond a small part, mostly to 50 members; they hav thousands of them. In 2014October, when the yearly meeting was first attempted, it was suggested that Phoenix limit the quorum to 20. By the 2014December meeting it passed.
